Sea Cadet program gets boost from Congress and Chief of Naval Operations; President signs legislation into law

This fall, the U.S. Naval Sea Cadet Corps (NSCC) has fared well with the passage of a law that makes a change to existing law related to the NSCC and the promulgation of guidance encouraging additional support of the NSCC by all naval commands.

 

House Resolution 2647 (the FY 2010 Defense Authorization Act) and the President’s signature making it law in Late October, 2009 (Public Law No. 111-84) gives authority to the U.S. Navy to make grants to the U.S. Naval Sea Cadet Corps. This change in law now gives the Secretary of the Navy the authority to provide funding to assist the Sea Cadets in meeting their mission. 

 

The actual text reads, “subject to the availability of funds for this purpose, the Secretary of the Navy may make grants to support the purpose of the Naval Sea Cadet Corps, a federally chartered corporation under chapter 1541 of title 36.”  

 

“This law was made possible through the assistance of the Navy’s Chief of Naval Personnel and the House Armed Services Committee,” Daniel B. Branch, Jr., National President of the Navy League of the United States, reported.

 

Following the legal efforts to assist the Sea Cadets, the Navy League of the United States’ Chairman of the Sea Cadets, Larry Lynott, met with Chief of Naval Operations (CNO) Adm. Gary Roughead to request the CNO’s assistance in major areas of concern for the Sea Cadets, Branch said.

Branch said, “As a result of Mr. Lynott’s efforts and as a follow-up to this meeting, the CNO published an ALL NAVY message (ALNAV) which requests all Navy commands and activities to assist the Sea Cadet program throughout the year.” [Adm. Roughead’s ALNAV appears below for reference].

 

“Already numerous commands and individuals have volunteered their services and support to the Sea Cadets,” Branch concluded.

INTRODUCE OUR NAVY TO TODAY’S YOUTH – WE MUST SUPPORT THEIR EFFORTS.

THE PROGRAM’S GREATEST NEEDS ARE QUALIFIED ADULT LEADERS AND TRAINING

OPPORTUNITIES ON BOARD SHIPS, BASES, AND STATIONS.  NAVY PERSONNEL,

THROUGH INVOLVEMENT AND SUPPORT OF THE NSCC, DIRECTLY IMPACT THE

READINESS OF TOMORROW’S NAVY BY MENTORING THE NEXT GENERATION OF

LEADERS.  REF A PROVIDES GUIDANCE CONCERNING COMMAND ASSISTANCE TO

THE NSCC.

 

3.  NAVY COMMANDS AND PERSONNEL ARE ENCOURAGED TO FULLY SUPPORT SEA

CADET UNITS, PARTICULARLY THOSE UNITS LOCATED IN AREAS WHERE NAVY

PRESENCE IS LIMITED.  OPERATIONAL COMMANDS ARE ENCOURAGED TO INVITE

NSCC UNITS TO TRAIN ON BOARD, IF SCHEDULES PERMIT.  ADDITIONAL

INFORMATION CAN BE OBTAINED BY CONTACTING NAVY RECRUITING COMMAND OR

THE NSCC HEADQUARTERS.  DIRECT LIAISON WITH NSCC UNITS IS AUTHORIZED

AND ENCOURAGED.
